Letter: 1 Apr.1976 From: Maj.John Foster, Infantry, Chief, Int'l Rifle Branch. It begins; Dear Sir: I would like to call your attention to the large number of corrections that have been made to my records since they were reviewed by the 1975 LTC promotion board. At that time, OERS (Officer evaluation reporting system) for the period 18 Aug.'71 - 12 Dec.'71 (Viet Nam) and 28 Aug'73 - 29 Aug. '74 were missing. Also, the Bronze Star of 22 Nov.'71 and the Air Medal of 3 Aug.'71 were not on file. All of these items have now been included in my records, and an improperly filed Air Medal revocation beloning to another Foster has been removed. Although my assignments have not been typical, the US Army and the US have been able to benefit far more from my specialization than it would have from more routine assignments...Etc. For 7 of the last 8 years, I have also been Officer in Charge of the US Army Int'l Rifle Team, managing a $100,000+ budget, coordinating training, and selecting personnel....Etc.
