Principal Duty Title: Ch Instr, Shooter Int'l Rifle Sec. Description: Conducts marksmanship clinics for military, police and civilian groups throughout the US and foreign nations. Etc. Part IV: Professional Attributes. #1-16 "yes" on all. "This officer is one of the most professionally accomplished and technical experts of Int'l Rifle in the US Army." Part V: Rater and Indorser; In my judgment, this officer's performance of duty was (place score in applicable box);Outstanding 70-68. Rater gave him a 69. Indorser gave him a 70. Part VI: Potential: Score; 30, Promote this officer immediately. 29-24, Promote this officer to the next higher grade ahead of his contemporaries. Rater gave him a 29. Indorser gave him a 30. Rater's comments; Maj.Foster has achieved the highest level of accomplishment for him and the International Rifle team. He is respected and known by both US and foreign int'l teams for his knowledge and achievement....etc. Although his infantry career has not been typical, his continued service in the small arms area is a immeasurable contributiion to the US Army mission. Indorser's comments; This fine officer exemplifies a dedication to purpose found in no other officer of his grade and rank that I have ever observed. I am convinced that Maj.Foster can do any task in the US Army that he were assigned, and do it well and quickly. He has an easy rapport with the Int'l scene. He is a convincing and accomplished speaker. He has unlimited potential in any field.
