Rater Explanation: Questions 2,4,10. 2.He is one of the most knowledgeable officers in the world on International and Olympic competition. 4.He is eager to accept new tasks and responsibility. 10.Displays true concern for subordianates and actively motivates each to reach his potential. Part V. Demonstrated Performance of Present Duty. Score; Outstanding 70-68. Rater gave him a 70. Indorser gave him a 70. Part VI.a.) 1.What did the officer do best? Instructed marksmanship. 2.In what capacity or assignment do you believe this officer would make the greatest contribution to the Army? Battalion commander. b.) Rater and Indorser. If I had full responsibility and authority, I would (place score in applicable box): Score, 30 being the highest; Promote this officer immediately. Both the Rater and Indorser gave him a 30. Part VII. Comments. Rater: Maj.Foster has performed all of his duties in a distinctly outstanding manner..etc...He is an outstnding instructor who is always in demand throughout the world....A dynamic leader,he should be promoted to take advantage of his leadership and organizational ability. Indorser: Maj.Foster is a fine world class competitor and an outstanding leader. He is the finest shooter-instructor in the unit. He has volunteered endless hours of his own time in the training of junior shooters. He is energetic and articulate. Outstanding ratings justified by his being a team member which won every major shooting championship during the 1976 competitive season. Part VIII- Report Scores. Both Rater and Indorser gave Maj. Foster Perfect "100" scores for a Total of "200"
