Scope and Contents
Newspaper column: Rafu Shimpo – Rambler’s Nemesis, by William Hohri, columnist – “Draft Resistance and the Constitution” – Par. 14: “One of the deeper ironies of draft resistance is that despite the accusations of sedition and being misguided, a compelling legal case can be mad, in my judgment, that the conscription of inmates of the prison camps stood in violation of the 1940 Selective Service Regulations, Section XIV, par. 246: ‘Any inmate of an asylum, jail, penitentiary, reformatory or similar institution, who is subject to registration, shall be registered on the day of his discharge.’ (Emphasis in original.) It would not have been difficult to prove that the War Relocation Centers were a ‘similar institution.’ “
